Yes. It’s strange. It sounds like he’s laying out an option plan.
Does he say anything inappropriate? Does he ever follow-up on the visits? There is an option that he could just be a total flirt. I’m not excusing that kind of behavior while in a relationship, but some people are just like that.
From what you said, his actions sound a bit thoughtless in concern with his girlfriend. I’d advise engaging less or even a slap on the wrist like, “hey, save the compliments for your girlfriend.” His response would probably show you pretty quick what kind of guy he is.
