Yes, actions speak louder than words, but him choosing to not be exclusive with you is also an action.
Maybe he’s terrified of labels, I know I have been in the past as I was once inflicted with severe flight risk, but maybe it’s time to remind him that you’re not looking for something “super serious” either, just some respect and assurance.
